Mayor Shejwalkar presents Municipal Corporation 2018-19 budget of Rs. 1515 crore

Gwalior dated March 21, 2018 - Special Conference of Municipal Council was organized on Wednesday, under the chairmanship of Chairman Rakesh Mahaur. In the conference, the Mayor Mr. Vivek Narayan Shejwalkar presented the Chaita Budget of his tenure in the meeting of the Corporation Council. After the budget, Chairman, Mr. Mahaur said that the date of March 23 can present amendments to the office timings and the meeting will be held on March 27 at 3 noon.
Mayor Shri Vivek Narayan Shejwalkar said in the budget speech that this chaita of my tenure is the budget which I am feeling proud of while presenting it to you. It has been my effort from the beginning that I can be fully successful on the belief that the citizens of Gwalior have sent me and my councilors with me. The last three years have been the achievements of the year for Gwalior Nagar. Gwalior has joined the Smart City project in the past years. In the cleanliness survey, Gwalior has made commendable progress. Gwalior was ranked 27th in entire India, which is an important achievement in itself.
  Gwalior has also received the first place in the western region cities which have improved rapidly in the field of hygiene, its credit goes to all the citizens of Gwalior, brothers and sisters, youth, officers and employees of our respected councilors and corporation administration whose We can achieve this position through tireless efforts. Under the Cleanliness Survey, Gwalior has already been ranked first in the dynamic clean survey 2018 online Citizen Feedback. For this, work has been done by our officials / employees in the day. In these efforts Gwalior's contribution to cleanliness messengers is commendable.
       The Gwalior city is fast moving towards development and the time to come is full of immense possibilities. Keeping in view the expectations and expectations of ordinary citizens, I am presenting the Annual Income-Expenditure Sheet of 2018-19 to the House, whose details are as follows: -

Tax Total Expenditure is Rs.15, 67, 20, 26, 875 / - (fifteen billion, sixty two and a half million, twenty lakh, twenty six Thousand, eight hundred and seventy five) showing the net loss of rupees 51,60,29,375 / - (one hundred crores, sixty lakh, nineteen thousand, three hundred and seventy five) for the consideration of the mayor-in-council.

Gwalior's contribution in the field of cleanliness
       Since I took over in 2015, Gwalior has made significant progress towards making the contribution of India's popular Prime Minister Shri Narendra Modi's Swachh Bharat Sankalpa. In the field of cleanliness, Gwalior has been ranked 27th from 400th position. Gwalior ODF And is trying to get the first place in the clean survey of the year 2017-18. The construction of more than 16000 personal and public toilets is a historic initiative in making clean Gwalior.

Work has started in Gwalior under solid waste management. Cluster has been established by including 16 urban bodies of Gwalior division including Gwalior. Under the Public Private Partnership, M / s ECGreen Energy Pvt. The agreement was signed with the municipal corporation, Gwalior, on 19th May 2017, with Gurgaam, Haryana. The cost of the project is 254.59 crores. This ambitious scheme involves the collection and transportation of modern waste in to the waste-to-door collection, Rule 2016. Under this scheme, Fix Compactor Transfer Stations (FCTS) is being constructed at around 10 locations. Through it, the containers are being transported to the Landfill site. 15 MW electricity and manure production is also going to be done from this solid waste. In addition to Jabalpur, there will be another city in Gwalior implementing such a scheme in Madhya Pradesh.
Nectar scheme
        Work has been started under the Atal Mission For Reservation and Urban Transformation (Amrit) approved for Gwalior city, the total amount of Rs 918.59 crore sanctioned for drinking water, sewerage and park development of Gwalior city has been approved. Under the said project, work for drinking water, sewerage system and park development is dynamic which is as follows:
; 1 Water Drinking Water: -
       Work has been started on the scheme of Rs. 368.06 crores to provide clean drinking water to all the citizens of Gwalior through pipeline, in which 160 MLD. The ability to lay the new irrigation plant of capacity, laying of 43 new tanks and pipeline. DMA of new and old 101 water tanks (Distric meter area) and water supply will be ensured by 10 meter pressure to every water consumer's home.
; 2D Sewerage Systems: - In order to modernize Gwalior's sewerage system, this nectar scheme has been started at a cost of Rs. 547.79 crores. It involves the construction of four sewage treatment plant and sewer line of 222 million liters per day capacity. The above two plans will be completed in about two years.

3. Work of Park Development: - Under the Amrit scheme, construction work of huge gardens near Deendayal Nagar and Katghati is being started, in which about 2.74 crore will be spent. This work will be completed in 09 months.
Solution of Drinking Water Problems in the Next Summer - From 2014 onwards, there is a short-lived condition in Gwalior. The sources of drinking water for the citizens of Gwalior is only a triple reservoir, which is being brought out due to lack of adequate water and lifting of Kato reservoirs from Dead Storage pumping to Tighar reservoir. This work is dynamic, which is about to spend about 9.50 million rupees. With the help of Madhya Pradesh government, the amount is being received from the drought relief. Apart from this, the Tubewell mining ward no. 61 to 66 is specifically designed to administer hand pump mining, water transport through water tankers and all these measures to make Gwalior citizens available to provide adequate drinking water to the summer season. We have also started a special drive for water conservation by taking this water conservation as a challenge. The problem of water conservation is not possible without the public support. For the purpose of water conservation, the appointment of brand ambassadors to the public is being done by public awareness through competitions in the workshops, hoardings, exhibition, dialogue, college and schools. Work has been started on the plan to make more than 20 thousand citizens participating in the water conservation movement through the formation of ward committees to monitor water distribution, appointment of water envoys, committees for conducting tubewells etc. Continuous work is being done for groundwater conservation, vater recharging in Gwalior city. In respect of orders passed by the Honorable High Court Khandepith Gwalior, work has been done by issuing instructions from time to time to ensure water harvesting on government and non-agricultural land in Gwalior. In the same way, the efforts of renovation of wells, basins, old reservoirs etc. and the work of rejuvenation of ground water enrichment are being done at the war level. Stricter steps such as punitive action against those who have been wasted water are also being taken.
Housing for the poor - 3328 houses have been constructed in the year 2016-17 under various schemes for such poor, such citizens of the city who are slum dwellers, are homeless, it has been allotted to 1759 eligible beneficiaries in the year 2016-17. Action is being taken to provide bank loan to the remaining beneficiaries soon, which will be completed within 2 months after the completion of the key to the building.

Rajiv Awas Yojana - In the form of a pilot project under Rajiv Awas Yojana, the amount is Rs. For those beneficiaries of low income and middle income group who can not buy expensive houses, about 2000 residential units are being constructed by the municipal corporation so that their dream of having a roof at a reasonable rate can be realized.


Employment and Financial Welfare -
Under the Chief Minister's Economic Welfare and Self Employment, 1500 beneficial beneficiaries will be benefited by the end of the year, which is being provided bank loan of approximately 9.35 million. After setting up 280 Self Help Groups, a recurring fund incentive amount of Rs 5 lakh 10 thousand rupees has been released to 51 self-help groups after the period of three months, with the value of 10 thousand rupees. Traffic and roads
         The work of 5 Rail Over Bridge is dynamic in Gwalior to ensure smooth traffic on roads and connect remote areas with main roads. With the efforts of Gwalior MP and Union Minister, Hon'ble Shri Narendra Singh Tomar, the construction of the 5-over bridge is being done by the State Government and the Department of Railways.            Multi-level parking has been built on Rajpayaga road and in the city center to solve the problem of parking in the city. Along with this, parking is also being planned in other places. A multilevel parking is also under construction in the Kampu region. Besides, the tender has been invited for the proceedings of the construction of mechanized car parking for the construction of four-wheelers in the intensive area by the municipal corporation near the old High Court and Deen Dayal Mal. P.P.P. By the method, the process of tightening the parking system in the busiest areas of the city is dynamic.

Development of Gardens - With the view to communicate awareness of greenery in public for solving the rising pollution problem in Gwalior city, the municipal corporation, Gwalior started garden development and three-year maintenance work through out sourcing in 125 parks across the city. has gone. It is proposed to spend Rs 8.50 crore on the expenditure by Municipal Corporation, Gwalior. Apart from this, it is proposed to construct Regional Park on 50 bigha land on Bhindi Road. With the view of greening the dividends at major cities of the city, 32 mm HDPE Pipe line laying and horticulture development work is proposed.
Along with this, plans for beautification and carpeting of Gulmars of the city have been prepared. Apart from this, action is being taken to provide open gym and sports equipment in major city parks.

Zoo and other attractions
        In the Municipal Corporation, Gwalior, the zoo is the center of attraction for children and people of the city. There is also a tourist spot for visitors coming from outside. As per the layout plan approved by the Central Zoo Authority, efforts are being made to make the zoo more attractive. Facilities for tourists coming to the zoo are continuously being increased. The process of construction of modern child rail is dynamic. There is currently lack of space near the zoo. Looking at this, there is a desire to displace the zoo in a large place. For this, about 120 hectares of land on village 35 of Ajaypur has been selected under the guidance of forest department. The forthcoming proceedings in this regard are dynamic.
          For a long time, efforts are being made to build Taramandal and Traffic Park, children's education, entertainment and awareness in Gwalior. It is proposed to proceed with them in the future. Arrangements are also being made to clear clear water in Jalabihar, Baijatal and Boat Club.


Cattle development

Fire brigade department
        Fire Brigade Department of Municipal Corporation, Gwalior is one of the most cautious departments of the Municipal Corporation. To make the fire brigade department more modern, four new fire stations are proposed to be opened in the city. Efforts to increase corporation income
       Property tax is a major source of income of municipal corporation. In the year 2017-18, on the basis of the data received from the collector recovery, it is expected to get more property from this year. Establishment of Geology Science Museum: -
       It is proposed to set up a Geology Museum in Lakshmibai Market located in Maharaj Bada. Such museums are established in the cities selected by the Government of India, in collaboration with the Government of India.
Other beautification and development works: -
1. The beautification and development work of 18.50 crores in Baijatal, Jalbehar, Shankaracharya Garden (Italian Garden), Lakshmibai Samadhi and Phulbag area are in full swing.
2. With the support of the Ministry of Culture of the Government of India, a plan of 9 crores has been proposed to increase 7.06 crore for the construction of digital museums and the expansion of the municipal building and the museum located at Maharaj Bada. Work will be started shortly. In addition to this, a proposal for a scheme of 8 crore has been sent for the development of the Sagratal under the Vyapapadvadvadmukh Vasant Pradvadhad.
3. A modern bus stand is proposed to be constructed on 25 bigha land near Regional Park on Bhindi road.
4. The process of construction of the new footover bridge, equipped with modern facilities, is dynamic, on elevation of two places in the city on public basis.

          Chairman, this Chaita budget is the budget of this Council. The term of three years has been completed. In these three years, two major schemes have been received as gifts from Smart City Project and Amrit Kendra and State Government. It is true that a lot of time is engaged in competition, preparation and planning. The challenge before us is to complete these schemes in the coming two years so that the people of Gwalior can be benefited. From this point of view, the last two years of our tenure is challenging.
